New build isn't so stable

For the passed couple months I've been buying parts for this new build and I've finally put it all together, but for some reason games are not running as smooth as they should (which defeats the purpose of this build :/ ). While I'm running BF4 on any setting I get very frequent FPS drops from 60-50 to 7-4 or it just freezes up. To add to that I've got this annoying rubber banding, although I could play the game perfectly on my old build. I have no clue what the issue could be, nothing is overclocked and everything is at stock. The games I play were running stable more or less on my older build, but I made this one to be future proof and so that I could play all my games on Ultra. What could the problem be and how can I fix it?

New Build:
i5 4690k (Stock)
Hyper 212 Evo w/ 2 fans (new)
Gigabyte GA-Z97X-Gaming 7
Kingston HyperX Blu 8Gb @ 1333Mhz
Sapphire R9 280 Dual-X 3Gb GDDR5 384Bit
SolidGear SDGR-750E 750W PSU

Old Build:
FX-8320 @ 4.2Ghz
Hyper 212 Plus w/ 2 fans
Gigabyte GA-990FXA-UD3
Corsair Vengence 8GB @ 1600Mhz
EVGA GTX 660 2GB GDDR5 192Bit
CoolMax ZW-600 600W PSU
 


But my build isn't using anywhere near 750W or even 500W



It felt like a network sort of rubber band. BF4 was the only one with this issue.
 


Is there a program that I could use to make sure the PSU is the problem?
 


Ran fine and I could even keep a stable overclock. Lucky for me it hasn't been 30 days just yet 😀 Thanks.
