Question New build issue.

Basically a friend tried to test the components of the new pc they were building out of the pc case. Problem was once they connected the psu, motherboard, cpu + cooler, gpu and ram the rgb lights of the ram came on at first. When it was switched on by the psu the fans of everything worked (well the cpu fan cut out briefly and then started up again.) However something changed and they tried again and this time no RGB lights were on and the graphics card/motherboard under graphics card light flashed and no fans worked/nothing powered. What more information could I provide for you to best assist me.

So this is the image;
when the Psu switched on the fans began to work, the cpu fan alone then cut off but it began to work normally after a second. When she switched it off the fans shut off including the RGB lights of the RAM. When she switched it back on the Gpu fan in the pic apparently appeared to have a white light flash and nothing started no fans.
