Question New build not POSTing

So I have been trying to troubleshoot this issue with my new PC build but nothing has gotten me even close to figuring out what is wrong with it. To keep it simple, the CPU fan cooler does not turn on when the motherboard is powered. It's not the fan's problem either, I plugged the fans into another PC and they worked fine. The PC also doesn't POST, let alone boot. I've tried a multitude of different fixes, like q-flashing the motherboard, but to no avail. Is the CPU itself faulty, or am I just looking over something entirely?

CPU: I7-13700K
Motherboard: B760 Aorus Elite AX DDR5
RAM: Delta DDR5 6000MHz (2x16gb)
CPU cooler: Phantom Spirit 120 SE
SSD: WD_BLACK SN850X
PSU: Thermaltake Toughpower GF1 850W
GPU: Gigabyte WINDFORCE OC Radeon RX 5600 XT 6 GB Video Card

Welcome to the forums, newcomer!

Can you check and see if there are any pins on the motherboard's CPU socket bent or broken. Try and power the build breadboarded without the discrete GPU. Try with one stick of ram.

None of the CPU pins were bent or broken, I tried switching out the ram, and I'm also pretty sure the ram is functional because their LEDs light up (although that probably means nothing). I also tried powering the build without the GPU installed.
