[SOLVED] New Build Ryzen 3600 idling 60-70 degrees

I have a ryzen 3600,
Msi b450 a pro motherboard,
2x8GB Corsair vengeance ddr4 ram,
RX 5600xt,
550w PSU.

Have installed latest amd chipset & GPU drivers
I have been dealing with random crashes. Sometimes I can't boot windows, and if I do I'll get in and most be able to do stuff for 2 minutes before I get a black screen, computer tries to reboot, gets stuck with the VGA white light lit on the Mobo itself.

If I start the computer in safe mode it doesn't crash. I downloaded GPU-z and noticed it says the CPU is idling around 65-75 degrees which seems very high.

I don't know what to do. Could the PC be crashing because of the high temps? What could be causing the high temps? Any help would be greatly appreciated.

Solution
Downloading AMD's Ryzen Master software seems to fix the idle temps. CPU runs much better now (before the fan would ramp up and down, now it's stable).
That idle is way too high.
I assume that you applied thermal paste correctly, so the only other things would be that the heatsink is not applied against the CPU properly or the fan is not turning (or if liquid, the fluid is not cycling).

And yes, with those idle temps (assuming they are true, which I will also accept) any load will result in temps high enough to crash your system.

I did not apply thermal paste as the wraith spire cooler comes with it pre-applied. My case has a big window on the side so I can see the fan is spinning.

I noticed my cpu clock is around 4100mhz. I have not over locked anything. Is it supposed to be this high? Could my bios be defaulting to settings causing this? If so what settings would I want to look at?

Thank you very much
