New build with MSI 990fxa-gd65 mobo Won't Boot, all blue LED lights on, whats this mean?

Well I've been here often lately. Last day one of my gigabyte mobo's were DOA and now this one won't boot up. My friend and I plugged everything up and started it up and it followed with 3 beeps and all of the LED blue lights on the motherboard were on. What does this signify? Can anybody help please?

Specs:
Geforce GTX 760 2gb OC *new*
AMD fx 8320 *new*
MSI 990fxa-gd65 *new*
gx coolermaster 650w
500gb hd
8gb g.skill ripjaws
24" lcd

Have same issue. Your not alone. New GTX760 (GV-N760OC-2GD) on the "Military Class" 990FXA-GD65 mobo. Video card is an upgrade to a 18 month old build (mobo was new in July of 2012).
AMD FX-8100 series processor
8gb ram
750W corsair power supply

Get the post "beep", no display. Shows "B2" in the lower right corner.
Deleted the video drivers, No help.
Tried both video card slots, no help.

Put the GTX760 into another machine with a different mobo and it workes...
Looked at the BIOS of the 990FXA, don't see where any change could be made to video.
Can't edit for some reason keep getting errors... here are my specs below:
