Question New build won't POST ?

New build specs:

MB: ASUS ROG Strix Z790-F
CPU: Intel Core i7-13700KF
GPU: Zotac 3070 Ti Trinity
RAM: CORSAIR VENGEANCE RGB DDR5 RAM 32GB (2x16GB) 5600MHz x2 (64 GB Total)
PSU: Rosewell 850W Gold Rated
Storage: Crucial P3 1TB PCIe Gen3 3D NAND NVMe M.2 SSD

Ok, so, I'm pulling my hair out and super depressed over this build not POSTing. I intially had motherboard for this build (MSI PRO Z790-A WiFi ProSeries Motherboard) and I was getting this VGA error on the bios debug lights. Nothing would post not even the motherboards bios or opening screen, just a dark screen and no signal. I thought the motherboard was the culprit so I purchased the ASUS Strix board listed above. I pulled everything out of old board and put everything into new MB (Strix) and mounted into case. I hooked up and fired up the tower and the SAME issue! (This time on the strix board I did indeed update bios with thumb drive, fixed nothing).

BUT, here is the real kicker. My 3070 Ti works fine in my old build its been in for the past year no problems. So I'm super confused these two new motherboards are saying my GPU is no good but it's clearly working in my old computer right now as im typing this. Please HELP!

I've ordered a new DP cable just for the hell of it and a new cheap gpu to try in the new build to see if somehow the problem is indeed my current video card. I'll update tomorrow night when I put it in but any suggestions would be very very much appreciated. This is only my 2nd build ever and after a long wait and quite a bit of money spent I got nothing but a giant headache.

Again, ASUS Strix board and the two debug lights currently on are VGA and BOOT, no post, just no signal and nothing happens.

Welcome to the forums, newcomer!

Make sure you have two sticks of ram populating slots A2 and B2. How are you cooling that processor?

PSU: Rosewell 850W Gold Rated
Rosewill is the brand of the unit while 850W and Gold rated are the advertised wattage and 80+ efficiency ratings. What is the model of the unit? If the unit's been in service for a while, include it's age.

My 3070 Ti works fine in my old build its been in for the past year no problems.
What parts listed above are recycled from an older pbuild?
 
All 4 DIMM slots are populated. I've also tried just one stick of ram as well instead of all 4 populated. Only populating A2 and B2 might give me different results?? I have four sticks total and no debug lights on for RAM so this seems confusing but I will definitely try this when I get home.

PSU: Rosewill CAPSTONE Series, CAPSTONE-850-M, 850W, Semi-Modular, 80- Plus gold certified.

Everything is brand new in the build except the 3070Ti. The PSU is brand new.
 
Thank you for the suggestion, but I've tried reseating the card multiple times and trying in different PCI-E slots on the motherboard as well, but same problem still persists. No post and the same error lighting on motherboard (VGA, BOOT).
Huh. I have heard a lot about Rosewells being completely garbage and only providing under 50 watts, but it depends on the model. Is it the one that comes with the Rosewill FBM-X2-400-HELIX?
