What is the computer going to be used for? I'm guessing its not going to be any gaming since the 9500GT can't really be considered a gaming GPU.

You can get a current generation, faster HD with an extra 70 GB for the same price:

Western Digital Caviar SE16 WD3200AAKS 320GB 7200 RPM 16MB Cache SATA 3.0Gb/s 3.5" Hard Drive - OEM
http://www.newegg.com/Product/Product.aspx?Item=N82E16822136074&Tpk=wd3200aaks $54.99

You should also ditch the IDE DVD burner and get a SATA model instead:

http://www.newegg.com/Product/ProductList.aspx?Submit=ENE&DEPA=0&Order=BESTMATCH&Description=22x+lg+sata&x=0&y=0

I wouldn't trust any of my computer to a HEC power supply. The PSU is the one component to not try to save a buck on. The case is up to you, but I would pick one with good airflow and no PSU. You should then pick up a quality PSU from Corsair, PC Power & Cooling, Seasonic, Antec, etc... Something like this would be very nice:

Antec Three Hundred Black Steel ATX Mid Tower Computer Case - Retail
http://www.newegg.com/Product/Product.aspx?Item=N82E16811129042&Tpk=antec%20300 $59.95

CORSAIR CMPSU-400CX 400W ATX12V V2.2 80 PLUS Certified Compatible with Core i7 Power Supply - Retail
http://www.newegg.com/Product/Product.aspx?Item=N82E16817139008 $49.99 - $10 MIR

The CPU does come with thermal paste. You could still get the Arctic Silver, but you don't need the thermal paste remover.

even if it's just a little gaming the lowest power gfx you should use is a 4670/9600gt. and the 9600GSO is worse when playing games at high res than the gt so anything 1680x1050 or above, go with the gt.

I think some of you have forgotten that corsair PSU's only have an 82% efficiency.

so a 400w is actually 328w and the processor and mobo is already 130w+, HDD is 10w, GFX is 75w for a 4670/9600gt or 90w for a 4830, memory is about 12w, fans are about 30w, dvd drive is 15w,

262w in a good situation, if he overclocks, has a cpu that uses more power, gets a motherboard that uses more power, gets a 4830, has 4 dimms, another hard drive, adds more fans, adds another optical drive. any two of those and he would be cutting it very close.

OK

so the budget is around $900
the current build is at $910.70 after shipping but before mail in rebates and he don't really want to spend more then that and don't want to count rebate cost in the in to the build cost because still have to speed the money to get some back.

If any one can recommend a better graphics card for close to the same or less then $60 would take that into consideration. dose anybody know if the motherboard and the graphics card have drivers out that will work with xp-64bit

thanks alot for the help :D
