It sounds like a dead PSU. If there is any foam coming from any of the internal components (the PSU doesn't have batteries, so it must be the capacitor), then it should be replaced. This visually confirms that your PSU is toast, you should file an RMA immediately. Usually the "foam" from a blown cap is titanium white (really white) and crumbly. If you can, post a pic? There are no batteries in the PSU, only capacitors, but be sure it's not an insulation foam and is actually coming from within the cap. Use the website I posted to compare what you are seeing.
