Question New CPU Incompatible?

Hey, recently I had gotten an i7-9700 to replace my old i5-8400. Now I had gotten my PC prebuilt as a gift (an Alienware Aurora r7) and have upgraded my GPU and plan to upgrade my RAM soon.
But the problem is that whenever I tried to install the new CPU, my PC would just turn on for half a second then back to off. I can hear the fans and stuff starting up, as well as the LEDs, but nothing else from there. I tried removing it and putting it back in, reapplying the thermal paste, moving the RAM around, among other things, but to no avail.

I'm not sure if it's a motherboard thing, but I'm really lost here. I'm still generally new to PC building/upgrading but I generally know my way around the more basic stuff.
When I put my i5 back in, everything works fine, it's just when I try to put the new one in, nothing works.

Storage: 1TB 3.5 inch 7200rpm SATA Hard Drive
Storage 2: 256GB M.2 PCIe NVMe SSD
PSU: 850W EPA Bronze PSU Air Cooled Chassis
