Question New gaming build advice

Hi. I am planning on buying new components for my pc. I will keep the gpu that I allready own (1660 ti Strix), the psu (Corsair RM650x) and the case (CoolerMaster Storm Trooper). Inittialy, I thought I was going to choose to build an Intel based system (9700f), but seeing that some games already have started using more than 8 threads, made me change my mind. I waz thinking of buying an R7 2700x or an R5 3600 (btw, which one would you recommend?), paired with 32gb 3200 HyperX Black ram and for the motherboard I wasn't sure which one was the most stable (between Msi 450 Tomahawk max/x470 gaming pro max or Asus b450-e gaming). Now there are a few problems stopping me from making the purchase. First of all, which motherboard would you recommend? Secondly, I have seen a lot of posts regarding ryzen cpu' s reaching very high temperatures, as well as having high voltages (or spikes). Will the temperatures reach more than 70c with a mugen 5? Which of the 2 cpu' s I have mentioned would be the most stable when cooled with a Schythe Mugen 5? And lastly, do you thing it is worth waiting for Intel's new generation of cpu' s?
 
Also, my current pc consists of an core i5 3350p that has been bottlenecking my gpu hard (lots of stutters), 16gb ddr3 1600. The motherboard I have is an Asus p8b75-v and I will also use an 500gb samsung 860 evo ssd. The other relevant specs have been posted. My budget is between 500 to 750 $ max.
