Question New gaming pc will not display

Hello,
I have a new pc build, but it is not working properly.

My system specs are:
CPU: Intel I9
CPU Cooler: gamepower skadi lcd 360 aio cpu liquid cooler
Motherboard: GIGABYTE Z790 AORUS Elite AX
Ram: DDR5 RAM 64GB (2x32GB) 6400MT/s
SSD/HDD: SAMSUNG 990 EVO Plus SSD 4TB, PCIe Gen 4x4
GPU: Dual GeForce RTX™ 3070
OS: not installed yet
Power supply: GALAX Omega GLX1200 PSU (2024) - 1200 Watt

When I turn on the power switch I get the initial power up where the lights on the fans flash and the CPU cooler display comes on. When I power it on all of the fans come on, the ram lights up and the GPU lights up. But, nothing happens afterwards. The monitor says no input found. After about 30 seconds the system power recycles. When that happens I cut the power because this is my second mother board and processor. I tried to let it run through before but the motherboard and processor got damaged and I had to replace them.
I’ve checked all of the physical connections (fan,usb,motherboard power) but everything looks correct. It’s been a while since I have built a pc, but I remember the basics.
I was wondering if maybe it’s the ram. I’m currently using ddr5 6400MHz. The system specs says:

7600 MHz

Is it my memory? I didn’t think that it wouldn’t work if I used the 6400 MHz , but just in case I ordered: DDR5 RAM 32GB (2x16GB) Black Hairline Blade RGB 7600 MHz CL3.

Also I’m using an intel I9. Is the processor too new for the motherboard? Should I replace it with an amd? The motherboard and processor were a bundle so it should work right?

I also read that if the cpu doesn’t see the cooling system it will not work as well. I’m stumped.

Can you please help.

Are we looking at the 12th, 13th or 14th Generation i9 processor?

Did you reinstall the OS after you replaced the motherboard? Speaking of motherboard's, what BIOS version are you on for said motherboard?

I tried to let it run through before but the motherboard and processor got damaged and I had to replace them.
Did you get to the bottom of how the motherboard and processor both got damaged?

I didn’t think that it wouldn’t work if I used the 6400 MHz , but just in case I ordered: DDR5 RAM 32GB (2x16GB) Black Hairline Blade RGB 7600 MHz CL3.
Why are you pursuing that frequency of rams? Your platform should be between DDR5-6000MHz and DDR5-6600MHz with tight latencies to get the most out of your platform i.e, it's sweet spot.

-Here are my processor specs. I don’t really know if it’s 12th, 13th, or 14th gen.

Sorry it’s 12 gen

-Intel Core i9-12900K Gaming Desktop Processor with Integrated Graphics and 16 (8P+8E) Cores up to 5.2 GHz Unlocked LGA1700 600 Series Chipset 125W

-the OS is not installed yet. I cannot get it to show the bios or anything. The system keeps cutting off and turning on after about 20 second's. I’d love to have an OS issue, but I cannot get past the initial startup.

-I believe that I had something wired up incorrectly. Before When I initially flipped the switch to the power everything would light up and the fans would start running even before I used the power on button in the front of the chassis. After that it cut itself off and I never got the fans or the GPU to light up again. That’s why I ordered another motherboard and processor. Once the replacement ones came in and I wired it up it behaved normally. Currently I have the replacement board and CP.u installed.

Like I said before it’s been a while since I built a computer. Never a gaming computer. I was looking at the ram because I thought that maybe it was no compatible with the motherboard because in the specs it says 7600 MHz. I didn’t know if it could work with anything else.

How do I know if my cooler is working correctly and the processor is not overheating and shutting down the motherboard. I just don’t want to damage another motherboard.
 
I think my cooler is not working. I don’t feel any vibration from it. I also don’t feel the cool and hot liquid going through the pipes. I believe my processor is shutting down before it can POST.

The computer has not been able to go through its initial POST.
 
Couple of points:
- whether your cooler works or not does not matter at this point, you could even have it POST without any cooler at all (not recommended though)
- remove GPU, connect monitor to motherboard for first boot (as long as your CPU is indeed 12900K and not 12900KF)
- first boot can take a lot of time, shutting it down because it power cycles can only make matters worse so don't do it
- RAM speed is also non issue at this point as all RAM will work at 4800 until you enable XMP (once you can reach BIOS)
 
Update.

After I removed the GPU and installed the new cooler, I powered it up the system stopped crashing. It is now staying on and I’m waiting for the bios/boot select screen to appear. I am currently waiting for the initial POST to complete.

I’ll let you know if I have any more questions. I’m sure I will.
