Question New GPU and CPU no maximum usage on gpu

I recently just bought a RTX 2070 super and every game I play I’m getting decent FPS around 144 but no higher but it is really back and forth and the the FPS will dip on ultra settings without the card ever going over 55 percent usage can someone pls help. An yes I already have the maximum power seething on in Nvidia control panel.
May specs are as follow
GPU- EVGA RTX 2070 Super 8gb black edition
CPU-Ryzen 7 3700x
Memory-Kingston hyper fury DDR4-3200 16 GB
Storage-Western Blue 1Tb 7200 RPM
MOBO-MSI B350 Gaming plus ATX AM4
PS-EVGA 700 Watt 80+ bronze ATX

Also when I run the heaven benchmark and play cod mw, I’m getting maximum usage and my card runs as it should but when playing other games like gta v and fortnite my card will drop frames before the usage going above 50.
