Hi,
my pc built is:
GPU: ASUS GTX950-OC-2GD5,
CPU: Intel Core i5-4460
HDD: Seagate Desktop HDD - 1TB
Seasonic Energy Knight SS-500ET T3 - 500W, OEM
RAM: 2x HyperX Fury Blue 8GB (2x4GB) DDR3 1600
Motherboard: MSI B85-G43 - Intel B85
SSD: 500GB Samsung

Im looking to upgrade my GPU. Im thinking about the RTX 2070. Would my cpu be able to handle it? If so, is everything compatible? Would it fit into my case? (https://www.silentiumpc.com/en/product/gladius-m20-pure-black-2/ )

I would upgrade your PSU before upgrading to an RTX2070. Also, your I5 4460 will severely limit an RTX 2070 at 1080p and even some at 1440p.
As long as the RTX2070 you are looking at is under 400mm length it will fit in your case.

What is your total budget for an upgrade?

Then find a used i7 4770 and spend rest of budget on that.

I would opt to upgrade both cpu and gpu a bit. The i5 with any higher end gpu will not be ideal.
