New hard drive not quite working

New 80GB Western Digital hard drive arrived today. Shows up in the bios and
win device manager but can't access it in Windows XP (Home).

Is this because it hasn't been Fdisked or formatted?

Simply partition and format it in the XP's Disk Manager (part of Computer
Management, section "Storage").
Partitions are then assign proper drive letters so that you can actually use
your HDD...
