red one is the stock HSF that came with my mobo and apu

oh.. sorry.. APU is.. amd a8-7680...
NOT overclocked.. i didnt touch anything in the bios.. i dont play with things i dont understand or that im too stupid to learn.. with the red one.. i was getting 83C on fallout 4.. got the blue one.. jammed it in.. and im idling in the upper 90's.. which is wierd because i thought the apu shuts down at 83... ..

i used the thermal paste that came with the HSF.... although i still have a smidge of mx2 left.. this thing is turning my studio into an oven and that is bad enought as is because i did move to southeast Asia.. the HSF did have a sticker on the bottom part but that came off during shipment.... ... i have honeywell cooling pads.. a type of thing that goes from solid to liquid based on temperature.. should i use that ???

You've stated that the red fanned cooler is the one bundled with the AU, what is the make and model of the cooler below it?

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

Chances are(by my assumptions with the limited info you've provided) you picked up a cooler that's the same, if not worse, than the stock cooler and the thermal paste you're using is beyond it's useful life. Just pick up some high quality thermal paste and repaste the IHS after cleaning it with isopropyl alcohol.

but in msi afterburner .. both mem and core are cranked all the way full.. maybe seller did that before shipping.... applied MX2 thermal compound.. has to be better than the crap that came with the HSF... temp.. 94 :)

blue one jst has 1 name on the box.. BAJEAL.. probably some small chinese thing...
oh sorry
apu (or igpu) AMD A8-7680 Radeon R7, 10 Compute Cores 4C+6G 3.50 GHz
motherboard.. ramsta something
ram.. brandless 16gb ddr3
no gpu.. ppl like me are too cheap to buy a chungus radeon.. so i said APU several times.. its like a igpu... cpu and gpu in the same cpu thing...
windows 10 on a kingston or fake kingston 240 gb ssd.. i have about 7 other storage devices connected... all connected via usb

put the red stock one back.. just rebooted.. im down to 63c... yes.. much better.. btw.. dumb question.. is it dumb to put another cpu fan on the side of the heatsink ??? blowing air through the fins.. .. there is also the cpu fan on top of the heatsink... didnt touch that one... .. but i had a spare cpu fan .. and a kind of a cpu fan splitter cable.. lets see.. just rebooted 5minutes ago.. peaking at temps.. 56c.. oh ya.. this is better... .. and it does have mx2 thermal compound, i didnt clean that off from using the blue crappy hsf... (mx2.. not the crap paste it came with) Yes.. i know i should find somthing good like thermal grizzly or kryonaut.. but me being in SE asia.. its difficult to find authentic things.. i even saw fake adidas shoes INSIDE adidas store.. next to an abandonned US naval base... but God do i love this country..
