Build Advice New PC build. A couple of questions

The only game I really play in all honesty is GTA 5. Currently got an i5 4460, 16GB RAM, and a GTX 950 on a lovely Z97 Gigabyte board but its showing its age and is struggling in GTA.

Two points abnout this build - firstly, how do I go about installing the aftermarket cooler? Do I do it when its outside the case or inside?

Secondly - GPU. I'm thinking of ditching my current 950, selling it, and buying a used card. My budget for a used GPU is between £80-£100, somewhere to the lower-mid end of that range. Was thinking of a 1060 or 1070?
