New pc build blurry graphics

Hi all So I just recently completed my first pc build everything setup well and running to the best of my knowledge build is a ryzen 1700 Asus b350 strix MoBo and ddr4 Corsair rgb 3000 graphics card is r9 380xx all parts are running stock speeds etc so I power up the pc install windows install amd drivers load up into steam start my game and the ingame resolution is blurry and looks worst than my old build screen resolution on my monitor is 1080p native set that in my game best way to describe it is when I would lower all the eye candy down to low graphics on my old build I checked all my graphics settings and all seems well this is my first pc build have I missed something hardware driver wise or maybe directx or something I don’t know what all to check for any help will be appreciated

See if the game runs at monitor res, check if any in game anti aliasing is turned on..

Anytime a game runs at a different resolution then the screen,
it gets blurry (no matter if its lower or higher).
