Question New PC build. Could use some advice please.

So my friend wants me to build him a new PC to mainly run simulation type games like I racing and potentially do 4k. Quad monitor setup etc. He set a budget of $2000. I haven't been in the loop for a about a year so I'm a little rusty on the parts that make the most sense for what he need. So I've come here as I have for past builds to get the opinions of people who are more knowledgeable than me. He told me he for sure wants 4TB of N.vme but what do you guys think on the rest of the build? Thanks.

Is he buying a monitor? That will push the budget a bit.

Any preference for manufacturers?

Any re-use parts? RAM, SSDs, etc.?

Where are you shopping? US?

$2000 for a quad 4K monitor set up along with a 4TB SSD is pushing it. He should focus on 1440P.

The budget is exclusively for the pc parts. He has a few monitors. Im buying US and don't really have a preference but just looking for the best value for the budget without wasting any extra cash on diminishing returns. He will be using his old pc for another task so all new parts.
