Question New PC Build Stutters Endlessly

Hi,
I got a new rig 2 weeks ago and even though it's a very good rig, it performs very weakly in some aspects. In games like Green Hell and Mordhau I easily get over 100FPS but it stutters like crazy WITHOUT any visible framedrops. So even when it's capped at 144FPS, the game still feels like it's suttering and jittering every couple of seconds. In VR, its the same. Boneworks, Half-Life Alyx, Onward etc. all show 120FPS without drops but it still feels like theyre dropping and stuttering. I'm getting very tired of this since it's a very expensive PC and I don't want to give up on it. On benchmarks, my GPU and CPU act just fine with normal temps (82 max for GPU when overclocked and under 75 for CPU). Could it be my monitor acting up? Since the benchmarks show no problems with either the GPU, CPU or RAM, I highly doubt theyre the issues. Thanks in advance!
Things I tried:
-Reinstall RAM in different slots
-Deactivate HPET
-Reinstall GPU in the slot
-OC CPU
-OC GPU
My rig:
-Gigabyte RTX 2080TI
-i9 9900k
-32GB Ram
-Gigabyte Z390 Gaming X
-1TB Samsung SSD
-Corsair RMx Series RM850x.
-AOC AGON 27 inch 1440p 144hz

Having the same issues

Ryzen 5 3600x
Evga 2070 super black
MSI MPG gaming plus x570
Corsair cx650
Gskillz trident rgb 3200mhz 2x8gb

Started a couple weeks after my build. Did have a bad psu (same one) and installed a new one. Happens very intermittently, fresh boots sometimes fix it and it will randomly come back. Sometimes starts in game, and others just during normal computer usage. Very frustrating.
