New pc doesn't load into bios, shows just Windows logo.

Just built a new computer, every fan was on, and the LEDs indicated everything had power. I turned it on and it didn't load into BIOS but it just showed a Windows logo, for 5 minutes and, I decided to shut it back off. The hard drive is used, and wasn't reformatted. Could I need a new HDD?
 
Solution
The hard drive you have installed is very likely be causing the issue. It could have an incompatible version of Windows on it, or a corrput Windows itself. It may also simply be damaged, itself. I would try adding it onto another computer as a secondary drive and clearing all of it's contents (note: if you wipe it you could lose your windows that you may have purchased). Then I would re-install it and try accessing the bios again. If that does not work, it is plausible that the hard drive is damaged or formatted incorrectly.
