Question new pc has issues with internet and stuttering.

So about a month ago I got anew pc and I've been having some issues with it. my best guess is that its a hardware thing as I've tried to fix these problems extensively to no avail. the first issue is with the ethernet and wifi, the ethernet seems to be working fine whenever I boot up my pc but after a few minutes it'll just shut off for no reason and ill have to switch to wifi which also decides to just shut off sometimes but at least the wifi I'm able to enable in the device manager. there's nothing wrong with the router or the cord as my family has never had issues and my old pc never had issues as well, we've also changed cords so I don't think that's the issue. the other issue is that whenever I have any game playing, it can be anything from elden ring to vampire survivors but if I play a youtube video at the same time my pc will just stutter every second and it becomes unusable. I've checked the workload during and nothing spikes and is under too much stress or anything so I just don't understand. I've tried every fix on the internet to no success. its not like my pc cant run vampire survivors and a youtube video at the same time. I wanna say its the motherboard as when I updated the bios to try to fix the stuttering my 2nd m.2 slot just stopped working, it was working fine before the update but now it just doesn't recognize any drive I put into it. and none of the bios settings have fixed the problem. I also cant put a ram stick into the b1 slot or the pc just refuses to boot and the b2 slots kind of busted as there's nothing to hold the ram in. feels like my pc gets worse by the day. Any help would be greatly appreciated, I'm really hoping its just that I have to replace the motherboard but i cant know for certain.

cpu: AMD ryzen 7 7700x
mb: MSI B650 gaming plus wifi
ram: CORSAIR vengeance 32gb (2x16)
gpu: ZOTAC GAMING geforce RTX 40650 ti 16gb
psu: CORSAIR RM850x CP-9020200-NA 850 W

The RAM sticks should be inserted in the 2nd and 4th slots ( A2,B2,)

Did you download the LAN and WiFi drivers from your motherboards support page?

Did you clear CMOS after installing the latest BIOS?

Which BIOS version did you update it to?

The ram are in the right slot and the mb just came like that which sucks, ive updated all the drivers and tried to reinstall them multiple times, ive updated to the latest bios 7E26v17. but ill try to clear the cmos and see if that works.
