Only the AMD software and steam.

Download gpuz, what does pcie bus report as after clicking the question mark. Run the imbedded test and look at sensors on temps. Upload some screenshots of it.

I can't scroll down any further to look at the memory temp.

Looks like Amd hides sensors on purpose.

Hwinfo64 seems to show vram temp but that thread is old, don't know if still the case.

Try see if Hwinfo64 shows temps.

Was card bought new or used? I'm wondering if it was bought second hand the previous owner might've failed replacing vram thermal pads.

Contact Powercolor and see what they have to say about vram frequency not increasing whether there's something wrong with it.

Check Hwinfo64 anyhow if frequency shows differently there.

Im thinking about just replacing the gpu, is there any way to check if it is only the gpu or could it be any other parts?

Yeah, remove graphics card and see what you get with igpu.

Then that's half the job done reseating the card afterwards and rechecking pcie power cables.
