New PC shuts down and restarts itself. Cant find the problem.

Intel Core i5 9600K s1151
4x4G Corsair Vengeance LPX DDR4 3000mhz
EVGA RTX 2070 XC 8GB
750W EVGA GQ Gold Hybrid PSU

Whenever i turn on the PC all seems well. all of the fans are running and such but after around about 10-15 seconds the computer shuts off and restarts itself. there are red led indicators that switch from 'CPU' for a split second, to 'DRAM' for around 4 seconds, and then finally to 'VGA' for 4 seconds before the power cutting off. i never get to the 'BOOT' light.

I have already tried removing sticks of ram and putting them in different places, and removing it entirely (what leads to the 'CPU' and 'DRAM' lights flashing consecutively before shutting down). I have checked all of the cables and re-seated the cpu but still cant get it to post.

any help would be appreciated, ive never run into this problem before and i dont want to keep sending back every part as faulty.
 

I haven't been able to reach bios, it gets stuck on post. my only guess from all my searching is that the bios isnt updated for 9th gen cpu and wont boot, but i cant say for sure. i have already checked for bad pins in the socket but they look fine to me. (after a quick check i think it was made in june of 2018)
 

ok thanks for the help is it possible to return the board even though i plugged it in? i don't mind paying a bit more for a better mobo i just don't know how to tell them this one doesn't work.
