Question New PC stuttering when first start up

Hey guys so recently I just built my second pc.
Specs:
Cpu Ryzen 7 3700x
Gpu 2070 super
MB tuf gaming x570 plus wifi
Mem corsair 16 gb
Psu corsair rmx 750w
Aio corsair h100i

Basically when starting my pc up for the first 15 - 20 minutes it stutters a lot. Mouse lags - videos/ audio lags -game lags . After the 20 minutes the pc works perfect. I had t.s as much as I could. I re seated all hardware and cables -re applied thermal paste as well. Checked task manager for any background apps and cpu and mem usage and came out normal as well as cpu and gpu temps. I did a fresh installation of windows deleting all partitions. Also, I installed all drivers. Pretty annoying does anybody know a solution? I was thinking it might be a driver that im installing that might be causing the issue?from my knowledge I am only able to install my gpu driver and my lan, audio and bios drivers for the MB; all other drivers I use a software called easy driver. Any thoughts or suggestions? I wouldnt know what driver to uninstall. I appreciate the time thank you!

is the bios on the latest release just a thought / and the H100 is on extreme for pump performance double click in icue software.

I solved the issue, i did another fresh install of windows and manually installed each driver. Also I changed the pump cable to cpu opt on MB and is now working good 👍🏻
