Question New power supply's imperfect cables and electrical shorts

After I built a computer, I saw one of the power supply cables have slight problem (slight rubber was removed). I believe that was not my fault.

1. If you buy a new power supply, do you inspect its every individual cables?

2. I worry some imperfect cables exist because I can't trust the every individual cables. How much can a motherboard ignore the short? For example will a motherboard works normal if it contact with a slightly exposed wire?

I couldn't find the imperfect cable again with my poor senses. The cable has slightly cut part.

I didn't saw the metal but I worry about there are other imperfect cables.

I am new to build a pc from nothing. I realized bestbuy pcs are better choice for my personality.
