New PSU chirps on first boot and doesn't start

So I finished my first build and when I plugged it in and tried to boot it up all I got was little chirps coming fom the PSU about once a second. PSU is a brand new Sea Sonic 550w 80plus Gold and it passed the paperclip test. Pretty sure everything is wired up right. Open to all suggestions. Thanks

Make sure the switch on the back is set to the right country setting.

Keep in mind that if the wrong setting was used, it may have damaged the power supply, although that is not very likely as good ones have enough fail-safes to keep that from happening. Also make sure it is wired properly, if you did not know about the voltage selection switch it's likely you may have something not hooked up properly and not know it.
