Question new RAM running slow

Just tried upgrading my RAM from older 2 x 8GB to 2 x 16GB. I took out the old RAM. The new RAM runs, but nowhere close to advertised speed. New RAM is rated at 3200, but is running at 2133.

It's not overclocked, I have built a few PCs, but know nothing about overclocking.

When originally installed, XMP was off. It booted immediately, but ran at 2133. Following this article https://www.techadvisor.co.uk/how-to/pc-components/how-optimise-your-ram-3680497/ I turned on XMP in BIOS, and now it power cycles several times before booting, but still runs at 2133.

This RAM was listed on pcpartpicker as compatible w/ my mobo. But it's not listed on MSI's site as being compatible RAM.

So are there other settings I should try? If so, please give me as close to step by step instructions as you can, or send me a link to follow/ I've never tried to set RAM timings by hand.
Or is this RAM just not going to run faster than this with my system? Should I return it and get something else? Feel free to make suggestions in that case.

Can someone help me figure out if there is a 32GB kit out there that is truly compatible w/ my setup? I looked at the compatible RAM list on MSI's site (clicking on Summit Ridge since as I understand it, that's what my CPU is) and i get this: https://www.msi.com/Motherboard/support/B350-PC-MATE#support-mem-12

If you sort that by Size, there's nothing listed there that's over 16GB. Does that mean I'm out of luck?
