I don't plan on overclocking.
Can you recommend any good coolers and a good power supply

at that price you could get a PSU that is gold Rated and has twice the warranty. that is a budget unit with a 5 year warranty.
like this
https://www.newegg.com/Product/Product.aspx?Item=N82E16817139233
or this with a 12 year warranty
https://www.newegg.com/Product/Product.aspx?Item=N82E16817438093&cm_re=750_watt_g3-_-17-438-093-_-Product

I would double the RAM that CPU has 8 cores and 16 threads, give each thread 2 GB.

I assume you already have storage of some kind or you need a HDD or an SDD or preferably both.

What are the uses of the system? If it's for gaming/streaming then the 2700X would be a good choice. For video editing I would go with Threadripper.

Assuming it's for gaming/streaming, I put some RGB in there for aesthetics.

How about a H700I?
That comes with fans :p

They do come with some fans but the thermaltake fans are a bit quieter and for RGB there not the full fans, just the rings which, imho, look way better then the full fan RGB which can be distractedly bright. But this is minor stuff, you could keep the build completely dark if desired and focus only on performance. The main thing is getting a good PSU, CPU that can handle gaming and more if needed & noting the RTX 2080 if your interested in Ray Tracing and some of the other performance features it offers over the 10XX series.

Price to performance the AMD would be better, especially if AMD keeps the AM4 socket until 2020 which gives you better upgrade path. For the price difference I think the 2700X is a better buy and if your gaming on a higher resolution then 1440P the gaming load shifts a bit more from the CPU to the GPU.
