I made a topic yesterday for a guy I'm putting a computer together for. He changed his mind about the budget, so I'm posting mostly the same topic, but with a very different budget.
His own words about the requirements are now "RTX 2080ti, Ryzen 9 3950x, and whatever goes with that".

Approximate Purchase Date: Within 2 months, possibly a few weeks.

Budget Range: No real limit, but within reason. Let's say $5000 for now, but go less if there's no reason to go there.

System Usage from Most to Least Important: Gaming+Streaming, primarily racing.

Are you buying a monitor: No

Your Monitor Resolution: 1400p, will go triple monitor for racing games in the future.

Parts to Upgrade: All hardware except peripherals

Do you need to buy OS: No

Preferred Website(s) for Parts: It's bought in the UK

Parts Preferences: It has to be AMD Ryzen 9 3950x and Nvidia RTX 2080ti. Some focus should also be on SSD speeds as he uses it to stream online and it'll decrease load times. Aside from that, pick the parts that are either necessary or compliment the 3950x and 2080ti.

Overclocking: Not necessarily

SLI or Crossfire: No

Thank you both, I have an idea about what to go for now. I agree with both of you in part, but @jeremyj_83 your storage is a bit overkill Meaning I don't think he needs as much. I'd rather go for 1 blazing fast M.2 in the 2-4TB range.

I am a firm believe in having 2 separate drives when possible. Keeping 1 for OS and Applications and the other drive for Games. You can add in a HDD to store music, movies, etc... as well so it isn't wasting space on high speed storage.

Do racing games need a huge number of threads? I wonder if more performance could be squeezed out by switching to a Ryzen with fewer threads/chiplets?

I'm a little confused, though, as to why some CPUs have lower boost clocks, but higher base clocks:

• Ryzen 7 3800: 3.9/4.5
• Ryzen 9 3900: 3.8/4.6
• Ryzen 9 3950: 3.5/4.7

Do the lower base clocks have any downside? I was never quite sure of that.

All of those CPUs are going to perform about the same in gaming. https://www.tomshardware.com/reviews/amd-ryzen-9-3950x-review/3 The added cores will help with streaming, but I don't know how much after 8c/16t.

I also need help to find the most quiet case fans and CPU cooler that'll cool the 3950x at stock+a little overhead if he decides to do a light OC in the future.

I'm fairly confident about the CPU, GPU and storage. The rest is still up for debate if you have optimizations.

Since there is no need/want for RGB, it doesn't make any sense to pay extra for it.

The case is completely closed in with sound dampening material. Either of those CPU coolers is what I would go with. There is no reason to get a WD Black HDD if all it will be used for is bulk storage. Another reason to have your OS/Applications on a separate SSD is that if you need to reinstall you aren't deleting all the games and needing to reinstall.

• The faster you go in RAM speed, the smaller the benefit over the previous step of RAM speed.
• The higher your gaming resolution, the smaller the benefit of faster RAM.

Not to mention that with 4000MHz RAM you are actually going to need to change the Infinity Fabric speed to 2:1 instead of 1:1 as it would be with RAM 3733MHz or slower. You are best off using minimum DDR4-3200MHz to DDR4-3600MHz.

He is not going to be able to tell the difference from a 4k and 2.2k rig.

If he wants to blow money atleast make it on something meaningful like a really high end monitor

I don't think you need any extra case fans. https://www.tomshardware.com/reviews/fractal-design-define-7 They test things using stock fan configurations.

I second getting a high end monitor. Have your friend look into ultrawide monitors for racing games. Samsung makes a 5120x1440 monitor that would be awesome for flight simulators or racing, heck even FPS' would have an awesome field of view.

Monitors and peripherals are on a different budget for him. I agree with the 3950x being too much, 3900x gives you the same gaming performance, but it's what he wants. I will look into monitors for him however. I agree that he should have something that takes advantage of the system, so I'll make sure he does.

I'll let him decide if he wants new fans. At least the Define 7 has 3x 140mm fans as standard.
