I have a z390a and a 9900KF and RTX2080TI. Upon startup I get one long beep then three short beeps and from what I can tell that means a display issue. I have no integrated graphics so it has to be the card but the card heats up normally and the RGB on it’s waterblock power on correctly. What do I do next to diagnose?

Because the error means "No VGA detected", you need other GPU or PSU to test.

By the way, what PSU did you have? If the PSU is not good enough for the rtx2080ti, you got the problem.
I have an EVGA supernova 1200W. The motherboard beeps once in first boot which the manual says means vga connected then it beeps one long time and three short ones.

Then
  1. Try to use other GPU.
  2. You may need to update the MB BIOS for the rtx2080ti.
I think my issue is that I do not have another gpu nor processor and mine does not have integrated graphics. Is there no way to make it select to use the rtx 2080ti as the card without swapping CPUs?
