Question new system won't boot at all need help

i built a pc with a ryzen 5 5600x, an asrog b550 pro a4 , a wd 1 tb nvme and an r9 290x 6g
and my ram is gskill trident z ddr4 3600

i tried troubleshooting it but so far i'm not able to mak it works at all
the troubleshooting led on the mobo takes maybe 15 seconds to shut off but after that i don't have any

i tried to re seat everything ,
to clear the cmos,
to unplug the graphic card
i changed the power supply
tried all the possible dram combination

Can you state the make and model of your PSU and it's recycled like the discrete GPU, include the age of the unit. What slots are the sticks of ram populating on your motherboard? By change what PSU were you on and what PSU did you change to? Link to ram kit?
