Try http://anarch.co.uk.
There's a collection of rules, erratas and documents about V:TES

It's not currently on the new web site.
But it's still available under the old site.

Yea, I went and printed that one out for reference. It doesn't seem to
be getting updated, though. I notice Anarch Revolt isn't on it.

I hope it will get updated and moved to the new website. I really
don't care for the idea of either printing out all the (what? 200+?)
pages of latest card texts nor trying to figure out how to download
such a file to my old laptop to take with me to run a tournament.
I don't know how others feel about it but I've always thought the
card text migrations page was a great resource.

It's a file made in August 2004, before 10th and KMW.
The changes for those sets are on the Card Sets section.
I think you are right about editing this file and make it available on
line. It's a good idea.

Which is one of the reasons I do not use the new web site.
