Question Newer & better GPU runs horribly ?

My few months old Gigabyte RTX 3070 Vision OC run so bad. I just put it into my new pc, but when it runs anything at all, like youtube or obs or a game, it lags so hard. I know it is my GPU's problem, because I put in my old 1080 and it runs totally fine. The few months I used the Gigabyte gpu on my old pc was totally fine as well, it was only after I put it into this new one. It was also running ok-ish before I did system update.

Specs:
AMD Ryzen 7 3800X 8 core
Asus ROG Strix B550-A gaming
Gigabyte RTX 3070 Vision OC
Corsair Vengance 32gb 3000 mhz

Idle temp at about 50 C, dont remeber the click speed. Definitly not the psu tho, i tested with another psu and the performance is the same.

I meant clock speed of course.

We need to see what the ram, cpu, and gpu temps as clock speeds are. 50C is way to high for idle.

With the 3070 installed I would run DDU and then reinstalling the latest NVIDIA driver.

I ran DDU, tried with one of the older driver and the latest driver, still runs horrible.

We need to see what the ram, cpu, and gpu temps as clock speeds are. 50C is way to high for idle.

Just tested the 3070 on the second pcie 16 slot, runs totally fine, this slot is only a pcie 3 (4 lane) and the first slot is a 4, so the problem might be here.
