Newer Hardware is slower

Hey everyone. I have i problem here. A few days ago I upgraded my CPU and motherboard from ASUS P8Z77-PRO and i7 3770k to ASUS IV RAMPAGE EXTREME and i7 4820k. And my fps in games was lower by 50%. Why is it?
I tried everything I could. Re-installing drivers , re-installing windows, overclocking CPU , re-setting CMOS, re-installing BIOS. Nothing changed. Also my graphics card is R9 290x

CPU: i7 4820k
MOTHERBOARD: ASUS IV RAMPAGE EXTREME
RAM: 8GB 1866Mhz
GRAPHICS CARD: R9 290x
2 HDD 7200rmp
1 SSD
PSU: 1000W

Temperatures:
VCARD: 60~70C
CPU: 40~50C

System load while gaming BF4

CPU: 50%
VCARD: Unstable usage , always drops from 100 to 40~70 and goes back

 
something is definatly wrong, i would suggest with software.

have you tried something like 3d mark, this will give you a score rather than just a feeling that its slower.
this will also tell you if your CPU or GPU is causing the slow down.
 
That GPU temperature looks way too low for a 290x. My 290 is always upper 80's at least, and it's in a full tower, well ventilated case. Is your CPU overclocked at all? what frequency is it at and what frequency was your old CPU at? those cpu's are both ivy bridge based, so the performance per core will be very similar, with perhaps a very slight edge going to the 4820. If you are on a large muliplayer map, the game becomes CPU bound pretty quick and overclocking might help you.
 
Is BF4 the only game you are noticing issues with? If your benchmarks are in line with what you should be getting as you say, and that's the only game you've noticed an issue in, it could be an issue with BF4 itself.
