First time poster here, need some help.
Putting together 4 workstations for office use, list is here

So I have 1 workstation running the Thermaltake H18 Versa case https://www.amazon.ca/gp/product/B079G3TNDM/ref=ppx_yo_dt_b_asin_title_o07_s00?ie=UTF8&psc=1
The other 3 are housed in a Rosewill SRM-01 case

I've since put together one in the Rosewill SRM-01 case and it runs fine, I got Windows 10 installed and everything.
The other one I've built in the Thermaltake case, with the exact same interior parts, isn't running video. I tried the VGA and DVI outputs on different monitors that are WORKING, and I'm still having the same problem.

I have motherboard standoffs installed in the Thermaltake case for sure, I even took out my motherboard to check.
My PSU plugged in and turned on has the CPU and chassis fans spinning normally. No beeps from the chassis speaker.
I tried removing 1 stick of ram, still the same issue, no video.
I tried moving the ram sticks into different slots but still no video.
Removing both sticks of ram, so having no ram in the mobo, gives me 1 long beep and then 2 long beeps, but still no video.
Been struggling with this for over 1.5 hours now, and still no good.
Is there a possibility that the mobo is dead on arrival?
I'm just running integrated graphics from the i5-9400.

edit: I should note with the one I successfully booted up, I could go into BIOS before installing Win10, and I flashed the BIOS using the Asus EZ Flash so it supports the i5-9400.
With the Thermaltake case, I have no video output so I can't even get into BIOS.
