Newly built PC power flickering on and off

Whenever I turn my PC on, the whole system including fans/leds flicker on and off consecutively and doesn't boot up what so ever.

What i've done:
Made sure memory was in the correct dimm.
Tried a different PSU, Corsair cx500
Unplug everything besides the 24-pin and 8-pin to the motherboard.


My parts:
Computer Case: Corsair 570x RGB
PSU: Thermaltake Grand Power 1200w 80 plus gold
CPU: Intel i7-8700k 3.7
Motherboard: Gigabyte Aorus Gaming 7
Memory: Corsair Vengeance RGB 16gb (8x2)
CPU Cooler: Cooler Master evo 212 led

We need a bit more detail than this, when you say flicker, do you mean turn on, then off, then STAY off? or do they then come on and continue to boot as normal?
Does the whole system power physically flicker, as in, does it delay boot up? Or is it simply lights etc, but the PC boots normally?

Either way, it would initially sound like a power problem - this could stem from your wall outlet, or the PSU itself.
