Newly Built PC reboots after 15 seconds (once), no video out. Asrock Fatal1ty Z170 Gaming K4

Hello, so I'm trying to build me a nice PC (my third one I believe), but this one is not booting or at least is not displaying anything with the onboard video or the additional video card and it reboots after 15 seconds only once.

It doesn't come with a motherboard speaker so I don't really know if there are any beeps. The Case also doesn't come with a speaker although Im going to get a spare one tomorrow...

I have followed this troubleshooting guide with no luck by taking off most of the components:

I have RMAed both Motherboard and CPU.

PSU voltages look ok without connecting it to the MB and connecting it as well.

PLEASE HELP!!

Solution
The board might need a BIOS update for supporting the Kaby. You'd have to install a supported CPU for that. Other options: replacing the BIOS chip on board (from ASRock or ebay), or taking the board to a local oc repair shop.
