Newly Built PC Won't Boot, Error Code 99 Bottom Right Corner?!

I just finished building my new pc. the specs are below. So when i bought all the parts i overlooked the fact that i didn't buy a case with space to put a disk drive. i bought the disk drive for the sole purpose of installing windows 8.1 from disk. I assumed that I could just hook up the disk drive and then after i install windows, disconnect the disk drive and set the boot priorities to boot from the HDD but when i do that i get the error 99 code on the bottom right corner. when i leave the disk drive hooked up however it will boot into windows normally. what do i do?

Ya just unplug it from the wall and then remove the battery for a few minutes. That'll be easier than playing around in the BIOS. If...

Pulled this from another site, but the guy over there said this:

99 is Super IO Initialization and leads to all kinds of issues including power supply, bad board or bad components. When trying outside case make sure not to add any drive and use one stick of ram only. Also make sure all power cables for the board are plugged.


By, "When trying outside case," he means pulling the motherboard out of the case and placing it on a non-conductive surface like your motherboard box and trying to get it to boot that way.

Also, the guy that had the same problem as you said it could have been tied to one of the SATA ports he was using, but he's not really sure how he got it to work.

i dont thin the RAM is the issue because it boots fine with both sticks when the disk drive is connected. I haven't tried clearing the CMOS yet though. Will attempt that when i get home.
 
I'm guessing that in the BIOS you left the disk drive you took out as the default boot drive and it isn't properly trying the next drive on the list. Either boot it up with the drive in and change that or reset the CMOS with it out should fix that problem.

The main boot device is the HDD but the cd drive is left as the 2nd. Is that an issue? I cant get to the BIOS without the cd drive hooked up because it wont boot without it. So im not sure how to take the cd drive off the boot priority. I'm going to try resetting the CMOS when i get home. I can do that buy just removing the battery right?

I got the same issue when adding another stick of RAM, why do I get an error when adding more RAM?
