No boot whatsoever, read sticky

Hello, recently i bought a mobo on amazon, from their wearhouses in used-very good condition. The audio didnt work properly, so i returned it. The replacement one, also in used-very good condition, refuses to turn on. No fans, nothing. It also didnt ship with a protective cpu cover, but there was no bent pins. Everything is properly plugged in. Ive read the stickies. Also, on a side note, the cpu doesnt have the sufficient thermal paste because i took the heatsink off. However, i still expected it to boot for at least a second and then shut down because of the problem with the thermal paste.I have tried shorting the power button part on the mobo, with no success. Any help is appreciated. Thank you.

The capacitors on those old 386 motherboards have probably long since gone bad.
