Question no desktop shortcuts and cant create new ones

So I have been away for a long while and I came back to my computer with no shortcuts on my monitor and no folders I cannot create new ones they just dont appear and I cannot click and drag ive looked everywhere and I cant find a fix for it

no I did not and it gives no errors at all

yes its as if my computer is running normally like there even the background just no short cuts and I also tried that with no luck.
