No DialTone PLZ Help

Hello!
I have a strange problem regarding my HCF Modem conexant chip(RH56D/SP-PCI R6795-11) model MR56PVS-SOFT I have dual boot system with Windows 98 SE, Windows ME, and Windows XP Professional.The problem is that my modem is working properly under Win Xp But in Win 98 SE and Win ME it creat problem when i try to connect to internet it returns an error that here is no dial tone while the modem is installed properly and it responds to "AT" commands as i checked in "Settings-ControlPanel-Modems-Diagnostics-More Information.Every thing is ok no IRQ conflict i can also see HCF Modem and PCI Modem Enumerator and when i check in modem diagnostics it responds properly to all "AT" commands and one thing more modem is nstalled on COM3.If any body help me to resolve this problem.

there is another thread in this section about no dial tone too, try some of the things sugested there and call me in the morning.
