I had my 970 for about 3 years now. I have never been more satisfied with such a great card. I just recently upgraded to a 1070 considering they say there's a 2x performance boost. I've installed the card correctly and installed both the MSI Drivers and updated the NVIDIA drivers. I've seen no difference in performance. Same graphics settings, same frames. Now i'm not a computer person but when I spend $650 on a card, I expect a change in performance, especially when they advertise it. I was told that I should also get a good CPU, that is what I'm heading for next. I don't know if i'm doing something wrong, if someone could fill me in that would be stellar.

I run doom2016 with a stock 1070FE at 1080p@144hz everything max most time at 200fps - in a big arena with about 20 enemys it drops to 170fps and I've never hit below 150fps - not to mention it runs extremely smooth

did you ever try to overclock the cpu?
I also tested the 1060 FE once and I came to the conclusion this gpu needs an i7 (preferable highly clocked) to use its full potential - it is a great 1080p@144hz gpu

I've heard that from a number of people who went to a 1070 from even older cards when playing Arma 3, some folks swear that the answer is SLI and some just say that it is not a well optimized game.
Also, Arma 3 seems to be CPU limited as as indicated by these benchmarks HERE showing the linear improvement with clock speed when run on a Titan GPU. And if you paid $650, you overpaid by around $200 (at least if you are in the US where there is no VAT).

As I stated, I'm not a computer person. The thought of overclocking something makes me believe i'll break something. I was told to not overclock my GPU at all. How to OC my CPU? I have no clue. Never knew you could...

I have upgraded from GTX 970 to 1070 too. After benchmark sites, it is said to be 60% performance increase. My own tests showed that it is true. And I even didn't reinstall drivers. So, there must be another problem, because it is definitely and increase in performance. I never needed to overclock GPU and the overclocking difference between default settings is not that great in gain with 1070. So don't do it, unless you have a really good reason for. And i really don't recommend you to overclocking the cpu, as this always reduce lifetime of your cpu (and whole system) and risks stability and if you really get unlucky, it can harm the cpu itself or the whole system. The gain in fps is not too big, so I don't recommend that risky thing if you are new and don't need it.
Ive been overclocking for over a decade now and as long as you dont chase the white rabbit, every cpu survives (and in the long run).
dice, ln2, helium overclocking needs a decent PSU.
you better try and test some other games - worst case you just return the 1070 and save the money

you need to overclock in arma, your current cpu is fine
get yourself a good 550w psu, that would be plenty
