[SOLVED] No Display and No Error Lights on new build ?

Any help is appreciated,

I have a brand new PC build with the following components:
  • MOBO: MSI MAG B760M Mortar WiFi
  • CPU: Intel Core i9-13900K Gaming Desktop Processor 24 cores (8 P-cores + 16 E-cores) with Integrated Graphics
  • PSU: Redragon PSU007 80+ Gold 850 Watt ATX Fully Modular Power Supply
  • RAM: CORSAIR VENGEANCE RGB DDR5 RAM 64GB (2x32GB) 6400MHz CL32 Intel XMP iCUE
  • GPU: PNY GeForce RTX™ 4060 Ti 16GB XLR8
  • M.2: SAMSUNG 990 PRO w/ Heatsink SSD 2TB PCIe 4.0 M.2
  • CPU COOLER: CoolerMaster MasterLiquid ML240L RGB V2, Close-Loop AIO CPU Liquid Cooler, Gen3
When I power on the PC the pc will flash the CPU then DRAM lights once and reboot several times. After rebooting several times on it's own it will stay on on but I am getting no signal from both the HDMI port on the IO and from the GPU. I tried removing the GPU and still get no signal.

All RGB lights work for the ram, cooler, cooler fans, m.2, and GPU.

I am really hoping this is not a hardware compatibility issue as it takes me several weeks to get parts. Any insight on what I should do or even if there may be a hardware issue might help. Thanks!

[Do verify that I found the applicable user manual.]

Did you install the memory starting with DIMMA2 as indicated "Important" on physcially numbered Page 27?

Review the entire User Manual and then work through the build again carefully going step by step to doublecheck all cards, connections, jumpers, and configuration settings.

Ensure that all cards and connections are fully and firmly in place., No one wants to force anything with a new build so what feels securely in place may not be so.

Carefully unplug and replug a few times. You may discover that something connect in much easier and just feels more snug/secure.

Have you tried backing off the cooling plate on the cpu? A cooling plate tightened down too snuggly can cause no boot.

OMG This worked! I moved the DRAM into slot two! Thank you so much!
