Question No display, fans are spinning ?

"Read this guide, read that guide xyz... ". I did red this guide word by word and followed every single step which is mentioned. The reason why I am posting my thread is that I need some serious help.
My pc won't turn on after cleaning up. Last time I used it was 2 days ago before cleaning. When I press power button my fans spins normally and I get "check video cable" on my monitor. My keyboard and mouse are non responding. I only have this pc for my college studies. If y'all can help me fix it, it would make my studies alot easier.

My Specs:
Cpu: Intel Xeon E3 1271 V3
Gpu: AMD HD Radeon 7000
Ram: 16gb (1600mhz) ddr3
Motherboard: Gigabyte h81m-ds2v
Cpu cooler: id-cooling xt 214 se argb
Storage devices: 1tb hdd, 300gb hdd, 128gb ssd

Welcome to the forums, newcomer!

You forgot to include the make, model and age of the PSU. Looking through the motherboard's CPU support list, that processor is supported with BIOS version F4 and above, can you tell what the BIOS version that's stated on the motherboard box's barcode...?

I do not have the motherboard box. I got this prebuild from a local shop. As far as I know, I never updated my bios or changed anything in bios settings. It was running on default settings. Idk which bios version comes preinstalled by default. About the psu, its some Chinese cheap crap that guy put. I can send the psu photo if that helps.
 
Don't know what happened inside the case but it's a mess. Some motherboard screws are missing, the GPU is not mounted to the back of the case and the PSU is old junk. When did you buy this >10 year old system?

I have not opened the front or back panel since I bought this pc from a local shop. I just opened the panel 3 - 4 days ago when I cleaned my pc with a air blower. I bought this mess just like it looks alike now. I did not touch anything other than trying the help guide from above which in my case didn't help. I bought it like 7-8 months ago.
