[SOLVED] No FPS drops but ALL games stutter.

Hello,
Literally every game I have stutters when I move or look around in the game but no drop in FPS.
Things I’ve tried:
reinstalling windows, nvidia drivers and bios update, mem diagnostic tool.
specs:
Msi rtx 2070 gaming z.
i7 9700k
Msi z390 gaming pro carbon ac.
Corsair CX750M psu.
Corsair 2 * 8 gb vengeance rgb pro ram.
1 tb mx 500 m.2 ssd
2 tb hdd.
Acer nitro vg271u 1440p 144 hz monitor connected through hdmi 2.0.
Windows 10 pro 64 bit
 
Solution
When screen is not synced causes micro stutters like a jitter look. Freesync/Gsync helps to address that.

If you try a cable, get one from a Vesa certified brand, Accell, Startech or Club3D
Can you try describe more about the stuttering?

What kind of temps are you seeing while stress testing? If want to monitor games, you need an overlay program like MSI Afterburner because alt-tabing to see (if one monitor) will lower temps. There are youtube videos showing how to set up OSD. Also check live cpu usage and frequency. This program has a lot of monitoring features.

Or you can stress test something like prime95 (No AVX) and monitor temps with Coretemp or HWinfo64.

The stuttering occurs when moving the camera in game with the mouse. It’s not smooth. In COD war zone the FPS is around 95, temps are around 75 C ( room temp- around 35 C), no throttling.

To me, everything is pointing toward the system being fine and the 'not smooth' part is sounding like visual syncing of the frames, not as smooth as you'd like. Are you sure Vsync doesn't help? You know, thinking not wanting that to be the solution because of input lag? Because there's ways of getting around that. Also if you had a Displayport cable, you could enable Gsync over Freesync.

Video looks fine to me, bit blurry but not stuttering. Recording a video wont show us what you see on screen. You are running 144Hz aren't you in Windows?

Controller might look smoother because it's not as quick motion as keyboard/mouse.

Also,
I think it's worth mentioning that there used to be a coil whine from the psu, but after disabling c-state in bio its almost gone.
 
Check and try other sync options in NvidiaCP like fast and also application control because game's own Vsync can have different results.
Yes, I've tried all those combinations but nothing changes.Noted a slight improvement in some games when the low latency mode is turned on in the nvidia control panel.

A display port cable should not make a difference however might be worth trying to be sure. If a wired controller helps then this would indicate part of the problem is the mouse sensor.

Under NVidia settings try turning on low latency mode. You mentioned you reinstalled Windows, did you use the USB installer directly downloaded from Microsoft or somewhere else?

Just want to rule out any hardware failure.
I will try with display port cable and using a wired mouse.
Using controller and low latency mode gives slight improvement but still stutters.
Directly from the microsoft website.
 
If sensor might have been the problem, it'll show up in the video which i can't see any indication of.
Hello,
Using frame limiter reduced the stutter by, I would say, about 40 %, BUT with vsync OFF.( Now there is screen tearing). Stutter visible only when moving the mouse slowly. Not visible if I move the mouse fast.
 
Im not sure 100% but after a quick bit of research that monitor might not support gsync but rather freesync.

Youre using an nVidia card with a freesync monitor. I know nVidia have loosened their grasp recently on what monitors can use gsync, but first did you make sure that monitor can use gsync? I couldnt find anything online exclusively saying it does.
