It comes with several cables. One plugs into a SATA power output from the PSU for power, one connects this Controller to a mobo USB2 port, and the others plug into the Controller's ports and, using included adapters, provide common 4-pin male outputs for your RGB frames from Phanteks. Now Phanteks uses different connectors, BUT their frames often are sold with adapter cables included to allow you to plug into one of those common 4-pin males. The last part is you download and install free the Cooler Master software. When run, it communicates with the Controller using that USB2 connection and controls all the RGB (plain, 4-pin variety) devices plugged into the controller's ports.
