no open windows in toolbar

My friends toolbar does not show open windows! That's bizzare. We opened &
closed all possible toolbars with no effect. Any suggestions?

Tell them to stop tweaking? *chuckles*

display on the Taskbar, none of the icons for the open windows are visible
in the Taskbar.
