No Permissions on secondary drive

I recently bought an SSD and migrated windows to this from my HDD which I now use as my main storage drive for everything apart from windows.
Everything has been running completely fine until today.
First the recycle bin on the D Drive corrupted and on steam I got a "missing file permissions" error.
Both of these seemingly stemmed from the fact that I have literally no permissions to do anything to my D drive (HDD), I cannot save anything onto it, I cannot delete anything from it.
It says on the properties of the drive that administrators have full control and although my account is an administrator, I still have no permissions.
I have done a full virus scan and I have none.
I have tried many things but none of them work.
Please Help.
 
I wouldn't bother to dick around with permissions. Others might though so wait to see what they suggest.

My moves would be

Move data off the HDD

Clone C to D using Macrium Reflect. There is a 30 day free trial.

Test to see that the permissions issue is gone, then use D as storage ( delete the windows folders) or as storage and a second boot drive

If the issue survives the clone, the drive may going.
