Did you do ALL of the steps in the troubleshooting thread listed here?
http://www.tomshardware.com/forum/261145-31-perform-steps-posting-post-boot-video-problems

If so, what were the results of EACH individual step?
since we can neither see nor touch your PC the results of EACH step gives us information that allows us to eliminate possible errors and come up with a reasoned diagnosis. Help us to help you!

So i just had this issue and i called MSI the tech told me directly that code 00 is a bad cpu connection, bad cpu or bad cpu socket.

In my case i had a pin bended so i used a glass magnifier and a flat screw driver to unbend the coner pin.

Problem solved!

problem solved. I went back to MSI distributor for a test. turns out it was a faulty PSU instead, and none of what was mentioned above. Hope it helps someone with similar issues next time.

I ran into this last night with my new MSI Z270 board, and I discovered that the CPU power connector was loose. I reseated both ends of the CPU power cable and the big motherboard power connector . powered it on, and it booted up, posted, showing me the MSI logo screen, and loaded Windows.

I had a loose connector problem with another motherboard that where the video would sometimes freeze up or change to crazy colors when gaming.

Always make sure that everything is plugged in!
