No POST on Budget Build

Mobo: Asrock z270 Taichi
CPU: Intel core i5-7500
PSU: Antec VP700P
RAM: Corsair Vengeance 2x8GB

I also have a GPU, case and HDD etc. But the above is not [strike]posting[/strike] POSTing. I've taken the ram out to see if it's the problem but all I get is a blue blinking rgb light from the mobo, no Dr Debug and no spin from stock CPU fan. Both 24-pin and 8-pin power connecters are connected. It's my first build to help would he greatly appreciated.

Check the back and see if the I/O switch is flipped to the I.

reset BIOS by clear cmos button

check if bent pins are visible on the cpu socket of the motherboard

GPU and HDD not installed yet?

check buttons like memok,...

check with only one stick of RAM in all Dimm slots

CPU fan connected to CPU_FAN1?
